Liman Colloquium will examine
law enforcement practices

Judges, elected representatives, law enforcement officials, civil rights advocates and scholars will gather at the Law School on Friday, March 2, to explore the implications of contemporary law enforcement practices for civil rights and civil liberties.

The event, "Encountering the Criminal Law: Civil Rights and Civil Liberties Implications of Contemporary Law Enforcement Practices," is the fourth annual Arthur Liman Colloquium, sponsored by the Arthur Liman Public Interest Program. Admission is free, but participants must pre-register by Friday, Feb. 23.

This year's colloquium will draw upon the interests of the 2000-01 Liman Fellows. They are Marjorie Allard LAW '99, who is involved in developing alternative sentencing as a public defender with the Alaska Public Defender Agency in Anchorage; Rebecca Bernhardt LAW '97, who is monitoring immigration law enforcement activities along the Texas-Mexico Border for the Immigrant and Refugee Rights Project of the Lawyers' Committee for Civil Rights of Texas; and Kenneth Sugarman LAW '97, who works on a variety of issues related to racial profiling for the Racial Justice Project of the American Civil Liberties Union (ACLU) of Northern California.

The event will begin at 9 a.m. with opening remarks and two panels addressing racial profiling, immigration law enforcement and alternative sentencing. Speakers include Judge Nancy Gertner of the U.S. District Court of Massachusetts; Judge Stephen Reinhardt of U.S. Court of Appeals for the Ninth Circuit; Stephen Robinson, U.S. attorney for the District of Connecticut; Ciro Rodríguez, U.S. Representative of San Antonio, Texas; Mary Jo White, U.S. attorney for the Southern District of New York; Anita Marton, senior staff attorney and deputy director of State Policy at the Legal Action Center; Ramona Ripston, executive director of the ACLU of Southern California; Christopher Stone, president and director of the Vera Institute of Justice; Yale Law School professors Drew Days III and Brett Dignam; and Yale psychology professor Mahzarin Banaji.

The morning panels will be followed by an informal lunch, during which interested persons may view "Juvenile Rights Advocacy," a short video produced by two current Liman Students at the Law School, Gabriel Bankier-Plotkin and Homer Robinson, to teach young people about the civil and criminal rights.

Beginning at 1:30 p.m., Liman Fellows Allard, Bernhardt and Sugarman will moderate working groups on their respective areas of interest. These working groups are titled "Just Give Me My Flat Time: Are Defendants Being Served by Alternative Sentencing Courts?" "Is a Human Rights Paradigm Useful in Addressing Increased Militarization of the U.S./Mexico Border?" and "Racial Profiling Litigation: Strategies and Challenges."

A moderated discussion and closing remarks will follow the working groups. At 5 p.m. participants are invited to attend the opening of the exhibit "Faces of Hope: AIDS and Addiction in America," which features photographs by David Armstrong. The exhibit is sponsored by the Arthur Liman Policy Institute of the Legal Action Center in conjunction with the Liman Public Interest Program at Yale. Felix Lopez, director of the Liman Policy Institute, will speak briefly.
