John Mayes II is appointed the
director of Yale Procurement

John A. Mayes II, who has served as acting executive director of Yale Procurement for more than a year, has been appointed the permanent head of the department, Associate Vice President for Administration Peter Vallone announced.

In addition to his role as acting director, Mayes has served since 2000 as director of the Electronic Commerce and Procurement Systems unit in the Yale Procurement department, which is part of the University's Division of Administrative Services.

As executive director of Procurement, Mayes is responsible for the department's Strategic Purchasing, Accounts Payable, Vendor Compliance, Quality Assurance and Electronic Commerce and Procurement Systems units. He oversees a staff of about 50 employees.

"In his role as acting director and as the director of Electronic Commerce and Procurement Systems, Mayes has executed initiatives that have enhanced and, in certain cases, revolutionized the way that the University does business with vendors, from the negotiation of prices and the purchasing of supplies to the shipping of purchased items and their payment," says Vallone. "By streamlining various business processes and vastly increasing electronic transactions, he has helped create a more efficient, service-oriented department that utilizes state-of-the-art technologies. In addition to faster and more efficient purchasing transactions, these initiatives have also resulted in significant savings for the University."

Mayes' appointment will allow him to continue efforts to further build an infrastructure at Yale that will allow for more streamlined electronic purchasing and payment processes, significantly diminishing paperwork and reducing the possibility of errors, while at the same time speeding up the entire purchasing process. He and his staff are also working on several new initiatives with the goals of further simplifying processes and achieving more cost-effective contracts with outside vendors.

The department's recent initiatives include Yale ePortal, a web-based system that enables Yale community members to purchase computer, lab and office supplies as well as make travel reservations online with vendors who have contracts with the University. The department is also ramping up and leveraging the Yale Procurement Card, which allows University staff members to easily make routine and small-dollar purchases directly with the selected vendor. On the payment and reporting fronts, the department has dramatically enhanced the electronic invoicing process and laid the foundation for the electronic storage and reporting of data related to University purchasing transactions. Lastly, the organization has implemented a new online program, called the Yale Shipping Solution, to address longstanding challenges in managing overnight delivery at Yale.

"Our goal is to work hard to simplify the entire procurement process so that the University community easily gets the goods and services they need without taking too much time away from their mission critical work -- research, teaching and patient care," says Mayes. "Today, more than ever, information technology is vital to business operations, and we have just begun to leverage it as an asset. The Procurement staff has been working tirelessly to introduce state-of-the-art technologies and processes to bring the department into the information age. It is a constant pleasure for me to see the im-proved quality of service and efficiency across the enterprise, and I look forward to leading the team as we make steady progress toward our goal of world-class service from Yale Procurement."

Mayes joined the Yale staff in 1994 as senior applications developer in the School of Medicine's Information Technology Services department, later becoming the technical manager of executive information systems development and acting director of medical administrative systems. In 1998 he took on the role of deputy director of information technology auditing, where he oversaw the University-wide Year 2000 remediation efforts, modernized the Auditing unit's audit programs and participated in a large-scale special project to replace Yale's financial and human resources systems. Mayes went on to become a member of the University's Oracle Finance and Human Resources Modernization Project team (Project X), reporting on this special project to the vice president of finance. In support of the Project X initiative Mayes also spent time as the technical manager of the University's Student Finance and Administrative Systems unit, with responsibility for the oversight of all systems related to student billing, financial aid and registration.

Prior to coming to Yale, Mayes spent eight years at Southern New England Telecommunications Corporation, where he built custom billing systems and provided technology solutions to the company. He earned his B.S. degree in engineering from the University of Connecticut and received his master's degree in business administration from the University of New Haven. He now resides with his wife and two children in Hamden.
