Child Study Center receives grant to assess IICAPS
For the second year in a row, the Hartford Foundation for Public Giving has awarded the Yale Child Study Center a $25,000 grant for evaluation of the "Intensive In-Home Child and Adolescent Psychiatry Service" (IICAPS).
IICAPS was developed at Yale in 1995 as a model of home-based psychiatric care for children. It was developed to reduce the need for restrictive placements and hospitalization for children with serious emotional disturbances who are being discharged from psychiatric hospitals to home, or for children who appear in emergency rooms in psychiatric distress.
This innovative model of in-home services to children with severe psychiatric disorders was developed by three members of the Child Study Center faculty -- Dr. Joseph Woolston, Jean Adnopoz and Dr. Steven Berkowitz -- and is being replicated at 16 sites throughout Connecticut, in provider agencies selected by the state's Department of Children and Families as part of the KidCare initiative.
The first grant by the Hartford Foundation for Public Giving supported a pilot evaluation study to determine the effectiveness of the IICAPS services at the Wheeler Clinic in Hartford. A primary goal of this evaluation was to gather data to develop a funding request to the National Institute of Mental Health for a larger study of the IICAPS model. The report cited achievements of the IICAPS network in serving 528 children and 1,276 additional family members and in discharging children from high-intensity, high-cost services to less intensive behavioral health services. The study was the basis for the Connecticut legislature's decision to continue the level of support for the IICAPS programs.
"The second grant will help further the goals of the IICAPS program and help fund the waiting list study, which -- along with the overall program evaluation -- will determine the future of IICAPS, its continued replication throughout Connecticut and the possibility of even broader replication beyond the state," says Woolston.
