New Haven attorney Julie Carter
joins Office of General Counsel

Julie Behm Carter, a local attorney who specializes in health care law, has been named an associate general counsel at the University.

Carter, who has worked since 1995 at the New Haven law firm of Wiggin & Dana, will be working primarily in the areas of health care law and compliance in the General Counsel's Office.

"Julie Carter is an accomplished attorney in the evolving areas of health care law and corporate compliance programs," says Dorothy K. Robinson, University vice president and general counsel. "Over the past decade a wide range of clients, from individual physicians to large institutions such as hospitals, managed care organizations and state health associations, have relied on her expansive knowledge and expertise. We are delighted that she has agreed to bring her talents to Yale."

At Wiggin & Dana and at the Indianapolis firm of Ice Miller Donadio & Ryan, where she worked from 1989 to 1994, Carter's clients have also included long-term health care facilities, medical equipment suppliers and manufacturers, and home health agency associations, among others. In addition to counseling clients on health law issues, Carter developed and implemented strategic planning initiatives and negotiated contracts, as well as advised clients on medical staff matters.

Carter is a contributing author of the "Health Care Facilities Manual," "Hospital and Physician Liability" and the forthcoming "Informed Consent Manual for Health Care Facilities." She has cowritten papers on health law statutes and regulations and on the subject of physician-patient privilege.

Carter earned a B.A. with honors in 1984 from the University of North Carolina at Chapel Hill. Before earning her J.D. in 1989 from the University of Virginia School of Law, she was enrolled in the Theology Studies Program at Georgetown University.

She was a staff economist from 1984 to 1986 for the Washington, D.C. law firm of Swidler & Berlin, where she conducted research and analyzed economic, policy and legal issues. While a law student, she spent her summers working as a law clerk at the Virginia firms of Feil Deinlein Pettit & Williams, Mays & Valentine and McGuire Woods Battle & Boothe.

In law school, she was a member of the Health Law Forum and was involved in the Domestic Violence Project of the Legal Assistance Society. She also was a group instructor of an interdisciplinary seminar on biomedical ethics at the University of Virginia School of Medicine and was involved in the school's study of ethics committees in Virginia hospitals.

Carter is a member of the American Health Lawyers Association, the Connecticut Health Lawyers Association, the American Bar Association and the New Haven Bar Association, and serves on the advisory council of the VA Connecticut Healthcare System. She lives in Branford with her husband and three children.
