International tribunal is topic of discussion
In light of the widespread interest in the trial of former Serbian leader Slobodan Milosevic, the Forum on the Practice of International Law will sponsor a panel discussion titled, "The International Criminal Tribunal for the former Yugoslavia (ICTY): Imperfect Justice or Perfect Injustice?" 12:30-2 p.m. on Wednesday, April 10.
The event will take place in Rm. 127 of the Law School, 127 Wall St. It is open to the public free of charge.
W. Michael Reisman, the Myres S. McDougal Professor of International Law at the Law School, will moderate the discussion. The panelists will be Judge Patricia M. Wald, a 1951 graduate of the Law School, a former judge at ICTY and former chief judge of the U.S. Court of Appeals for the D.C. Circuit; and M. Cherif Bassiouni, president of the DePaul University College of Law International Human Rights Institute and former chair of a U.N. committee on establishing an international crminal court.
The discussion will focus on the question of how well the ICTY has functioned in practice as a vehicle of international justice, in order to illuminate three issues: the international community's capacity to support future international tribunals; those tribunals' capacity to administer justice in complex cases while maintaining the highest international human rights standards in procedure and evidence; and their ability to balance properly their dual roles of developing international law and administering justice in particular cases.
