Robert E. Bienstock

Robert Bienstock named as
associate general counsel

Robert E. Bienstock, formerly deputy university counsel at the University of New Mexico (UNM), has joined Yale's Office of the Vice President and General Counsel as associate general counsel.

Dorothy Robinson, vice president and general counsel, says, "Robert Bienstock comes to Yale with very substantial background in university law, particularly the research and technology transfer arenas. We are delighted to bring his energy and experience onto our team."

At Yale, Bienstock's areas of responsibility include legal support for research grants, contracts, material transfer agreements and research equipment acquisitions. He also will handle regulatory-compliance legal issues, such as export controls, biosecurity, human subjects protection, animal care and use, and conflicts of interest.

Bienstock will serve as a member of Yale's Radiation Safety Committee, Embryonic Stem Cell Research Oversight Committee, Biological Safety Committee, Conflicts of Interest/Conflicts of Commitment Committee, and Lab Animals Task Force, as
well as human and animal subjects review committees.

Bienstock has been a lawyer in higher education for the past two decades, focusing on research and technology law for the past 10 years. As deputy university counsel at UNM since December of 2003, he headed the research and technology section of the office, overseeing five legal professionals in the areas of research transactions, compliance and technology transfer for all components of the university. He also worked on legal transactions involving the school's health sciences center and on national research policy.

During 2004-2005, Bienstock served as the interim university counsel at UNM, with responsibility for all legal matters affecting the university. In this role, he developed and supervised a staff of more than 30 attorneys and other staff, and managed a budget of over $2.5 million. He also reorganized the department.

Bienstock began his career in UNM's University Counsel Office in 1988 as an assistant university counsel. He was promoted to associate counsel in 1993 and a senior associate counsel in 1997.

A graduate of the State University of New York at Stony Brook in 1978 with highest honors in physics, Bienstock earned his J.D. degree from the University of California at Berkeley (Boalt Hall) in 1985. He was a legal intern at the Natural Resources Defense Council and the Lambda Legal Defense & Education Fund. Earlier in his career he was a staff attorney at UNM's Institute for Public Law.

Bienstock has served on the board of directors of the National Association of College and University Attorneys, and has presented on research and technology topics nationally and internationally.
